Can the Zoom Meeting SDK App be created and used with a free/basic developer account, or is it mandatory to upgrade to a paid Zoom plan (Pro/Business/Developer) to access and use the SDK Key & Secret?

You should be able to create a General Oauth app and use the associated credentials to use the meeting SDK 
with a free account
