Confused in applying ISV or Zoom partner program or Pro plan

Hi team.We have developed an free application for schools teachers and students.In which teachers can host online live classes and students will be able to join.So to achieve this we need to create meeting for that user in server and will be sending start_url to client.Now for this we need to create zoom user for every teacher and approve the user automatically.To create users we will be using this api “https://api.zoom.us/v2/users”.But for auto approval which plan we need to select.(ISV or Zoom partner program or Pro plan).Please do clarify.We want to release this app as soon as possiible.
