Create OAuth App for multiple users without publishing

I am working on an embedded zoom solution for my websites users.
It should allow healthcare providers to connect their zoom account through OAuth2, and through the app then either them or their patients can schedule virtual appointments.

The flow is working fine, but it has a very specific use case and I do not wish to publish my application in the marketplace.

Is there any way to create an app that works without making it publicly available?
