Enabling OAuth For Other Users Outside Developer's Account

I have an app that is currently made for a school project with a client. I want other users to login into their own accounts and create zoom meeting links for themselves. Do I have to go through the whole zoom app submission process? I intend it to be private but allow other users outside developer accounts to access creating meeting links. Since this is a school project, it’s not really a public app.

Any words of advice will be appreciating

Yes, you will need to publish it to the Marketplace if you want all Zoom users to be able to install it.

That being said, you can limit who can install your app via this configuration:
