Disparity Between Submission Checklist and Marketplace App Submission Form

Description
The Submission Checklist does not match the form. Item #7 on the checklist says that a Documentation URL is required but the app submission form has it as an optional field. Consequently, my submission was kicked back partly because that URL was not provided.

Additional context
You shouldn’t allow a developer to submit an app if the field is required for the process. From a UX perspective, it’s frustrating for the user.
