I can’t see this required new section anywhere in the app listing.

Is your app a General App or legacy app type? If its a Legacy app type you might need to convert to see the option.

Ah I worked it out. It’s right at the end of the app submission flow and doesn’t appear until you complete any missing questions.
That’s fine for new app submissions, but confusing for any existing apps trying to find this requirement.
