From and to fields by-minute granularity across APIs

The from and to filter fields in report APIs, meeting APIs and recording APIs should have a by-minute granularity.

Example use case:
Displaying meetings in the past 5 minutes on a business account with ~2000 users takes a very long time near 23:00 UTC
