Get error when activate/deactivate a user on Zoom GUI

Hi,

I encountered an error when I trying to Activate/Deactivate the one of the users in Admin>Users, and the error msg is “Sorry, you have exceeded the maximum number of allowed change status attempts, please try again later.”
Appreciate if anyone can suggest what is going on and how can I solve it. for more details please refer to the attached file
