Only the original app developer will be able to modify the Chatbot app. If you need to transfer the app to another user on your account, this should be possible following these steps:

Transfer ownership to another developer

Update: To transfer ownership of a Created app, as an admin navigate to the app by: Manage > Apps on Account > and select the Created Apps tab In the Action Column of the created app Click [image] and select transfer app developer [image] Clicking transfer app will prompt a confirmation to transfer the app. You can only transfer the app to another person within your account.
