How to handle onSubscribeUserFail

Description
Occasionally see blackscreen video with an error ‘6’ (HasSubscribeExceededLimit) from ‘onSubscribeUserFail’. It is very difficult to reproduce but does occur semi-regularly to users of our client.

I would like to know the recommended steps to handle this error.

Since it is difficult to reproduce, it is hard to try different solutions.
