Incorrect Meeting Data?

We have reports that a user had an 11 person meeting for 35 minutes yesterday at 9am EST. All data we can pull from API says only the host joined for 11 minutes. In the dashboard, it shows the host did have a meeting at that time and dashboard also shows only the host joined.

I have no reason to doubt the user and I verified the PMI they used was correct.
Any ideas
