Is download_url available if cloud recording storage limit is over?

If cloud recording storage limit is reached, is it possible to donwload recording files by accessing download_url in recording.completed ?

So the api works regardless of cloud recording storage limit ?
I mean, although some users record more than capacity of cloud storage limit, can they download records?

Great, question! An email alert will be sent to the account owner when usage is at 80% of the subscribed storage limit. If the storage limit is reached during a recording, the meeting will continue to record until it is ended. Here’s our help article on the subject:
