Issues with "Always show video preview before joining", not appearing at all

Description
I have several users whose Zoom clients do not show the video preview before joining the meeting. This has created some havoc with some of our lesser computer-savvy users who forget to turn off personal backgrounds/videos. I have tried to replicate the conditions in which the preview DOES show up, but only 2/10 times does it ever show up. The two times it did, it required the users to sign out of their accounts, and log-in to a test meeting, but even then later the video preview did not show up (When attempting to try again). I have also tried every combination of “Video off before joining a meeting”, and “Always show video preview…” Pretty vanilla installs of Zoom, no add-ons, no messing around. This was on 5.1, and then when I saw there was an upgrade, after upgrading to the last 5.2.2, still no dice. I don’t know if this is because of host, or attendee, but it seems trivial for this problem to exist in the first place.
