Making alternative_hosts to other account

I am using create meeting API and I am able to create the meeting using JWT, which makes me the host of the meeting. Now if I want to make some other user a host, then I used alternative_hosts. I tried many email id and user id it did not worked says user not found. Then I realize I need to have a PRO account. My question is do the email ids which I am using also need to have a PRO account or just my JWT authenticating account needs to be PRO?
I am using Zoom APIs for first time so please pardon me for any mistakes. Thanks
