Need clarification on meeting webhook event for admin Oauth2 app

Could you please clarifies the expected behavior for meeting web hook events? Let’s imagine the scenario where the admin installs an admin OAuth2 app under both the master account and one of the sub accounts. For a meeting started by the host under that sub account, will Zoom post the same meeting web hook event twice: one on the master account and the other on the sub account? What will be the values of the account_id attribute?

Apps are always installed on the Sub Account level.

Can Zoom users live only in the master account? If so, how can we get webhook events for meetings for those users if apps are always installed on the Sub Account level?

Thank you for the clarification. I didn’t see this issue. I just heard this scenario from a colleague. I couldn’t test it since we don’t have a test environment with multiple sub accounts.
