Oauth Error : App cannot be installed outside developer account - but app published

Description
I have an app published to the Zoom App Marketplace (https://marketplace.zoom.us/apps/T0eEAEPAStWKZ5v-iGtgIQ), but when a user tries to connect they get the error. It seems to be just happening for this specific user.

Error
You cannot authorize the app - This app cannot be installed outside of the developer’s account. Please contact the application developer to get support with installing this application.

Which App Type (OAuth / Chatbot / JWT / Webhook)?

This has been resolved, the user was using a Sandbox account. Sorry for the hassle.
