Rate Limits policy

This is a post to clarify the statement that was made previously in “Definition of Private app” thread. There I have asked a question about the steps that would need to be taken in case if the rate limits on the use of the API were somehow reached. I was told that if this is a situation, a solution can be worked out with the Zoom Team. Also that my suggestion of publishing the same app under multiple accounts for each platform/environment is not recommended/not allowed. Are both of those statements correct?
