Recording.completed payload with empty `recording_end`

Description
We’ve begun receiving recording.completed webhook with an unexpected payload. The recording_end field is an empty string i.e. "" as opposed to being a ISO8601 datetime string.

Error
Empty recording_end in recording.completed webhook.

Additional context
We received the first of these webhooks with an empty recording_end today (2020/05/07) at ~17:26:56 UTC.

We also have been experiencing this. Our response from Zoom was that it was related to the performance degradation on the Zoom Dashboard.
