Recording permission popup not showing for some hosts

Description
We use a bot to record Zoom calls. Typically, when the bot is ready to start recording, the host gets a popup “… is requesting to record this meeting”, and they are able to Approve or Decline the request. Some of our users are not getting this popup, and I’m trying to figure out why this could be happening.

We have confirmed that the user has enabled the “Record to computer files” setting, they are using the Zoom desktop app and are definitely the meeting host. Is there any other user or account level setting which could be preventing this popup from being shown?

@sunilp please note that there will be no popup if local recording is disabled on the the user’s settings, or account level settings

Thanks @chunsiong.zoom. As I mentioned, we have already confirmed that the user has local recording enabled. The local recording setting was not locked, so is there any way for the user to tell if the setting is disabled at the account level?

If a setting is disabled, but not locked, at account level, and is enabled at user level, how is this conflict resolved? Based on this article, is it correct to say that the account level or group level setting is just the default, and that if the user then enables the setting then it should be enabled?
