Server to Server OAuthの権限について

zoom Marketplace でServer to Server OAuthを作成したいがServer to Server OAuthの部分だけホワイトアウトしており作成することができないです。
General AppとWebhook Only Appは作成できる状態です。
また、zoomのSign In | Zoom
