Server to server outh disabled or not available

I need create an app with server-to-server outh, but this option is not available. Does anyone know where or how I can make this option visible in my account.

In my business zoom account is not available, but In my my personal account it´s ok. I don’t know why.

Who is the owner of your business Zoom account? If it not you, there may be some restrictions on the type of apps you can create.
