"shared access permissions" when submitting app for review

A response from our app submission is:

“In your submission you specify that we need to allow shared access permissions during authorization.”

However, I don’t see where this is configured, and we do not explicitly request it in our app. No scope or configuration I find related to it.

Can someone advise what we have to configure or set?
