I found out that the problem is because of custCreate user. I need an API partner program but isv@zoom.us is not responding at all. Do you have any suggestions?
Our ISV team is doing their best to answer questions. Due to COVID-19 they have been massive amounts of inquires. How long has it been since you contacted them?
Also, normally most users who are created need to manually activate their account through email. The custCreate user feature are for users who do not need to login into the Zoom Portal or Client.
