Support Needed - autoCreate API

I tried to hit this API: https://api.zoom.us/v2/users

Payload:

but i am getting this response"

So few questions,
1.Is a developer account needed to do this to create user API ?
2. Is my account not a developer account ?
3. How to get a developer account ?
4. Shd we need to buy a pro account, to use these API’s ?
