Unable to create a Zoom Video SDK account within our organization

When I try to create an account for the Zoom Video SDK I get the following:

Email Address: This email domain is already associated with another account. For additional information, please contact your Zoom IT administrator or check out our [support page.

I am our Zoom IT Administrator, and I have no clue what steps to take.
I have been sure to use an email address that is not already being used for a developer account.

@jaketheguy you have to use a fresh email address which is not associated with Zoom at all to sign up for Video SDK.

If the email already has a basic / paid Zoom account, it will not work
