We plan to create a meeting on behalf of the user after each user oauth authentication with a user-managed app.
In the case of a user-managed app, I wonder if the rate limits is not applied.
How many licenses should I buy in this case?(ex. 1000 requests(medium)/second)

Good question. To clarify, user-managed OAuth Apps will have the same standard rate limits applied to them:
Rate limits will vary depending on the account type and the endpoint.
Given this, if you wish to have higher rate limits on certain endpoints, you might consider Business or higher licenses so that your account is of type Business. (You can see the different limits in the table in the linked documentation again).
