Description
Only black screen is shown on the guest’s screen and it is not showing the chrome tab being shared by the host unless the host hovers his mouse on the tab being shared

To Reproduce(If applicable)
Steps to reproduce the behavior:
- Browser A: Join meeting as host
- Browser B: Join the meeting as a guest
- Browser A: Host starts screen sharing (Chrome Tab) but make sure that the mouse will not hover on top of the screen being shared
- Browser B: Wait for the screen being shared to show up
Expected Result
The browser tab that the host is sharing will be shown on the guest’s screen even if the host does not hover the mouse on the tab being shared
Actual Result
Only black screen is shown on the guest’s screen and it is not showing the chrome tab being shared by the host unless the host hovers his mouse on the tab being shared

- Browser: started seeing it on Chrome 94 and still happening on Chrome 101
