Webhook for Zoom Phone Recording Completed only firing when the call is from my Zoom Phone

I’ve created a Zoom Server to Server App with a Webhook for Zoom Phone Event “Call Recording is completed”.
The Event Notification receiver setting for the Webhook is set to “All users in the account and subaccounts”.

When I initiate a call from my Zoom Phone and record, the Webhook fires. However, when my colleagues, who are under the same Account ID, record a call from their Zoom Phones, the Webhook does not fire. What do I need to do to make the event fire for other users?

The webhook started working. I revalidated, maybe that did the trick.
