Webhook not triggering

Hello, I just created a basic webhook app (No intention to publish)
But the endpoint is just not being triggered

Is this because is a free zoom account?
Or because is a new account?

I tried RequestBin as my endpoint and nothing

Events are meeting start and end
App is activated
Nothing in the call logs either
