What is the difference between OAuth private app and OAuth public app?

I want users of our application to be able to create meetings through our OAuth app.
Should I use the public app in this case?
and should the app type be user-managed app?

The difference between private and public OAuth Apps is that private apps are only accessible to users under your Zoom account. Public apps that have been reviewed and published by our team would be accessible to Zoom users external to your own account.

Regarding user level vs account level, user level apps can be installed by any member/user, while account level apps must be installed by an account admin or owner.
