Why do I need to accept someone who I called?

When I call someone: After they answer I still have to accept them into the meeting. Why is this so?
Why would I call them if I didn’t want them in the meeting?
Is this a setting designed to create pranks?

Describe alternatives you’ve considered
I know there is a setting that disables this feature, and I use it, so don’t answer with this solution, please.
Instead, make this setting off by default when someone is directly calling someone else to join a meeting.

You can obviously keep it on for when someone joins a meeting via other means.

This seems so common sense it befuddles me as to why it is not this way.
