when i have added 9999 basic managed domain users to my plan
i cant add more and also when i have removed some users
total account not changed and cant recover then or add more

To clarify, you’re allotted 9,999 free users under a Basic Zoom account. If you’re on a Basic plan, you will not be able to add more users than this, and that is expected behavior.
When you say you’ve removed some users but don’t see a change, can you provide some additional details? Are you running into an error when attempting to remove users? Are you doing this via API or in the Zoom UI?
I’ll keep an eye out for some additional details from you!
