Allow chatbot posting to channels

Currently Chatbots can only send messages to an individual User or Group. Ideally we could:

  • Get a list of channels in the account similar to GetChannels
  • Create/update a chatbot message to a channel via SendChatBot with the channel ID in the to_jid field
