Description
When demonstrating an additional screen and trying to draw annotations on it, the tool is selected, but the annotation mode is not turned on and the standard Windows behavior continues without the ability to draw (this behavior is reproduced only using the C# wrapper, in the C++ demo application everything works fine, I also noticed that when selecting a screen with different scaling, the C# version cuts off part of the preview). This problem appeared after updates released in the last 1-2 months.

Steps to reproduce the behavior:
- Run C# demo application
- Join the meeting
- Start sharing second screen
- Сlick on the annotations on the sharing panel and try drawing
