The interface for the app submission has changed a bit & we can no longer figure out how to change the scopes of our public app & republish. How can we edit the scopes without revoking the current tokens in our clients environment?

When your app is already Published changes only affect the Development Credentials until you submit for approval then they are pushed to your production credentials. So if you have a Dev environment using the dev credentials you can test them and verify they work then you submit. Please see more information here: Updating an App
What if our app is no longer listed under “created apps”? The only option is to remove app from account.
