How can I manage the settings which can allow/restrict the users to view cloud recording and transcripts in particular? Please mention at all the levels i.e. Account, Groups and users.
Where can I find that fields in the apis data?

You can manage some cloud recording settings through the Web portal by going to your Admin Tab > Account Management > Account Settings
