Determine meeting attendance solely from joined-User scope?

Description
Our organization coordinates the availability of volunteer peer-support meetings but we do not own/manage all of the meeting-organizer zoom accounts. We wish to provide meeting attendance verifications for those who attend, solely based on those attending users granting us OAuth permission to read their meeting attendance activity (the organizing user’s account is not involved except that we know or are provided the meeting join URL by the attending user).

You are correct in assuming that you will need to develop an OAuth app in order to access data from a 3rd party user.

Now, we do not have a joined-user scope, but by accessing the data of your users you will be able to get all the data from the meetings they have hosted or created under their account.
