I have an app that is responsible only for creating meetings using the user’s email and send them the join link. The only reason i’m doing this is to avoid the 100 rate limit per day. One user will not send that amount in one day, however account wide could get over that amount. I have an OAuth integration to create the meetings but i realize that I’m unable to share the app outside of my developer account. I just want to have my users be able to use their own account to create meetings .

Yes, you do need to publish your app to the Zoom App Marketplace so Zoom users outside of your account can install it.
However, even with publishing your app to the Zoom App Marketplace, you can limit who can install it.
