Error 2031 Zoom Phone not enabled

While trying to access Zoom Phone API using OAUTH I am getting the below error:

“code”: 2031,
“message”: “Zoom Phone has not been enabled for this account.”
}
I have verified that the account has a phone plan enabled and the OAUTH app has the required scopes added. Can you please check and help me with this?
