"fail_register_client" error occurred while trying to enable publishing for OAuth app

“fail_register_client” error toast appears when trying to publish (click change now button) in activation step of oauth app in App Marketplace

How To Reproduce

• Go to app marketplace
• Create OAuth App
• Go to Activation step
• Click Change Now button
• Click OK on enable publishing modal
