Generate meetings for our registered clients

We have an HR application where clients (different companies) register at our portal, then for each company there are agents responsible for interview candidates who apply for job openings, now we need for each company agent to be able to create an interview meeting through our portal and invite to it the candidate and may be other agent or two with him in the same company to attend the meeting.

first What is the best solution to achieve this requirement?

and do we need to create new account for each agent in each company to create meetings or we can do that with one account across all registered companies? and if so and there is already an account for an agent in zoom, what is the solution for this?

I would suggest creating a User Level OAuth app which will allow your users to connect their own Zoom accounts so you can schedule meetings on their behalf.
