How can I get permission to use this feature to record meeting audio?

Thanks for the post. Is your account be able to use local recording with Zoom Windows client?

Please make sure your account settings allow local recording as mentioned in: https://support.zoom.us/hc/en-us/articles/201362473-Local-recording
