Is there an order to the event triggers?

I am using the recording.transcript_complete event webhook as well as the recording.complete webhook event. When using recording complete the transcript usually has not finished yet.

Is this ALWAYS the case that the transcript will be completed AFTER the recordings? We want to be able to pick up all of them at the same time.

You are correct. The transcript is completed after the recordings are done.
