Microphone audio sounds like a chipmunk when Windows sample rate at 1 channel, 16 bit, 16000 Hz

Tested on 5.13 and 5.20 with Windows 10, 1909 and 2004

Reproduced by simply speaking into mic which sounds like a chipmunk to all.

I’m gonna say it has to do with an recording sample rate issue, possible with the decode/playback. It doesn’t appear to do it with the
