I am building a custom bot that can join meetings and can stream audio based on user input(voice). In the web meeting SDK, which functions can give me access to the audio input, and play audio to the participants in the meeting.

Raw Meeting Streams is only accessible using Meeting Native SDKs (Windows, MacOS) only.
The feature you are looking for is not available on Web SDK now.
It is available only Native Meeting SDK Clients.
