Request Camera Control is not working (impacting) after changing on/off from Admin panel

In a video call using latest iOS SDK v5.16.2.10668 using request camera control is not working after changing it on/off from admin panel setting . when we set off request camera controls from setting after that participant is able to control another participant/Host camera. So Please check. why changes in setting is not effecting on mobile app.
