Salesforce App Integration Won't Allow Us to Dial Out

We added the app to Salesforce without a problem. We went in and assigned permissions in the permission sets and created a call center for Zoom.
We went to the VisualForce page: ZoomVoiceLogin. From there we verified that the login URL worked.
We copied this login URL to the Call Center CTI Adapter URL and saved the settings.
Despite following these steps, our click to call is still disabled.
