I am trying to share my application outside my account with external users before I publish it so I can test it with some of my colleagues’ accounts. Why can I not request to share it?

Turns out there are some requirements you need to finish before you can share your application with external users as per this documentation.
I just wish that was mentioned in the management dashboard itself.
