Slice up a business plan on multiple sub-accounts

Hi, suppose I have a master/sub-accounts setup and I need my hosts to have business features. If I understand correctly each business plan is minimum 10 hosts.
Can I, as a master account owner, buy 50 business plans and assign less than 10 to a sub accounts? Ex: 2 to account A, 5 to account B, 15 to account C, etc.?

I’m asking because my customers (each mapped by sub-accounts) may not be able to afford the cost for a 10 hosts plan when they have only 2 hosts, while me as a master account owner company could afford a large business account with 50 or 500 hosts.
