Webhook events not happening for development testing

I created a development environment to be able to add scopes to my already published app.

I am receiving webhooks when I test from my account, but when the marketplace tester is trying to run my workflow his account is not sending webhooks.

Can I please get some assistance so I can move on with getting this new scope approved for my already published app?
